CTA solicits bids to hire a legal expert specialized in PPI within the framework of the P5 Innobroker project.

CTA requires the support of a specialized Legal Expert for the provision of support services in the framework of the European P5 Innobroker project.

The European project P5 Innobroker, led by CTA, aims to develop and validate the feasibility of a business model for the joint provision of technical and legal support services to public purchasers and technology suppliers in the context of public procurement of innovation. It is a model based on matching supply and demand and acting as an interface entity.

The support required to the legal expert includes the resolution of specific legal consultations and basic support for the drafting of templates for the documents and dossiers necessary for the preparation and awarding of Public Procurement of Innovation (PPI) tenders, including the Preliminary Market Consultations (PMCs) phase. It may also include participation in short training sessions of 1-2 hours duration to clients (maximum two per client).

Maximum budget and deadline for receipt of bids

Two of these tenders are expected to be mobilized, with the possibility of a third throughout the duration of the project until its completion in November 2024.

Maximum cost: 12,000 €, VAT not included.

Deadline for receipt of bids: July 25, 2022 at 3:00 p.m.

Terms of payment

Payment of 33% of the amount offered at the beginning of the contracting of the service, and payment of 33% of the amount at the end of the satisfactory provision of each assistance to the public purchaser (2 maximum).

Documentation to be sent

A brief curriculum vitae of the proposed expert must be submitted, with the following contents and references: Qualifications, current performance, years of experience, chronological list of entities for which he/she has worked, references of similar work, publications.

Likewise, a brief description of the proposing entity must be submitted, including references of similar work in the last 5 years, in accordance with the following point.

Likewise, in a separate file and properly identified, the economic proposal without VAT must be sent.

Bid evaluation criteria

Criterion 1. Entity’s experience. Max. 40 points. Each valid reference in a similar legal support service to PPI processes in the last 5 years will be valued with 5 points, which must be described in the following terms: Year, title of service, scope, client, budget and time frame.

-Criterion 2. Expert Qualifications. Max. 30 points. The professional, teaching and research experience of the proposed Legal Expert in the aforementioned field will be valued, he/she must have a degree in Law or similar and have at least 10 years of professional experience and 3 years of experience in legal advice in PPI processes. A minimum of 15 points will be awarded if the above is met and an additional 2.5 points will be awarded for each additional year of experience in PPI processes up to a maximum of 10. 5 additional points will be awarded if the Expert accredits relevant scientific-technical publications in the field of IPC in the last five years (Reports, Scientific Articles, Manuals, etc.), not considering for this purpose informative publications (articles in non-specialized press or non-technical publications in social networks).

Criterion 3. Offered price. Max. 30 points. It will be assigned automatically by applying the following formula:

Points= ((Pc-Px)/(Pc-Pb))*30

where:

Points= points obtained by the offer

Pc = most expensive bid price

Px = bid price

Pb = lowest bid price
