Purpose of financing
EUROSTARS' main objective is to finance market-oriented R&D projects in international cooperation with the active participation of innovative SMEs.
An innovative SME is defined as a company with the ambition to collaborate in R&D and innovation with foreign partners to develop new products, processes and services for European and global markets. Innovative SMEs do not need to have a proven track record of R&D activities.
Within EUROSTARS there are no predetermined technological lines (bottom up). All technologies have a place, as long as the project has a civil objective and is focused on the development of new products, processes or services (close to the market).
EUROSTARS eligibility requirements
- Participating countries: Austria, Belgium, Bulgaria, Canada, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Israel, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Romania, Singapore, Slovakia, Slovenia, South Africa, South Korea, Spain, Sweden, Switzerland, Turkey and United Kingdom.
- Minimum number of participants: 2 entities from participating countries, and at least one organization must come from a Eureka member or partner country.
- Coordinating company: Innovative SME from a participating country.
- SMEs must have 50% or more of the project budget (without taking into account subcontracting).
- No partner or country may have more than 70% of the project budget.
Spanish beneficiaries
- SMEs with tax residence or permanent establishment in Spain.
- Only SMEs that at the closing date of the Eurostars call have deposited the accounts for at least the last fiscal year in the corresponding official registry will be eligible.
- Each Spanish SME may only receive funding in one application in each Eurostars call. If you file more than one international application, you must explicitly indicate to the CDTI which one(s) you choose and which one(s) you discard.
Type and amount of aid
- GRANT, maximum of €400,000 per Spanish participant.
Financeable items
- Personal. Personnel may be included for project management (including ethical aspects), up to 58 hours/month (approximately 40% of the dedication of one person).
- Expendable: purchase of materials, supplies, etc.
- Contractual research costs, knowledge and patents.
- Subcontracting (up to 25% of the budget; if Spanish Public Research Organizations participate in the project, subcontracting could be up to 50% of the budget).
- Subcontracting of a consulting firm to prepare the proposal (up to €8,000)
- Audit expenses (max. €2,000 per annuity)
- Travel expenses (max. €8,000 per project)
- Indirect costs (maximum 25% of personnel costs)
- Travel expenses (up to €8,000 in total)
Only industrial research or experimental development activities are financed. Dissemination, dissemination, market entry preparation, commercialization, industrial scale trials and industrial property registration activities and tasks are not eligible for financing.
Project duration
- The duration of the project is 36 months maximum. After the granting of aid, extensions of up to 6 months may be authorized by means of an amendment to the granting resolution.
- Start date: after the close of the national call for funding in Spain.
- End date of Spanish partner tasks: prior to the date indicated in the national call for funding.
Deadline for submission
- March 24, 2022 (14:00h)
- September 15, 2022 (14:00h)
Funding agencies
This is a call for proposals in which the financing is borne by each country.
In Spain, the funding agency is CDTI.
